Investment deep divesThe World Bank wants far more minerals finance
A fivefold rise in critical-minerals financing would fund mines, processing and local industry. The capital still has to find projects that can actually be built.

Reuters reported on 16 October 2026 that World Bank president Ajay Banga has set a goal of quintupling the Bank’s financing for critical minerals within five years. The point of the money, as described, is not a slogan about “security of supply”. It is mines, processing, local industry and the infrastructure that lets those projects operate.
A fivefold increase is a large change in the official balance sheet. It is not, by itself, a mine. Private clients who hear “critical minerals” in a fund pitch should separate the policy aim from the project that would have to be financed, permitted and built.
What the financing is for
Countries want minerals that are less concentrated in a handful of suppliers. That only happens if someone pays for extraction, for the plant that turns ore into a usable material, and for power, water, rail and ports. The Bank’s aim, as Reuters reported it, is to support that local industrial base and to diversify supply chains, including by drawing in private capital.
Public lenders can take a tenor or a political risk that a project bond will not. They do not erase geology, a court case, or a community that has not agreed to the pit. A headline about more financing is the start of a pipeline, not evidence that the pipeline will be filled with good projects.
Why this shows up in a private portfolio
Most families will not lend to a mine. They meet this theme through a mining share, a metals fund, or an infrastructure vehicle that says it will benefit if governments spend more on supply chains. Those are different risks. A miner is a cost curve and a jurisdiction. A fund of “critical minerals” is often a basket of listed producers plus a story.
Ask what the vehicle actually owns. Ask how much of the return depends on a metal price, and how much on a subsidy or a development-bank loan that can be slow, conditional and political. Development finance is patient. A private-client liquidity need is not.
The check before you treat the goal as a forecast
Quintupling a financing line does not quintuple supply. Projects slip. Some should not be built. A responsible-minerals standard can shrink the list of eligible borrowers at the same time as the Bank tries to grow it.
Use the Reuters report as a description of policy intent. Use the project documents, if you are ever offered a specific deal, as the description of risk. Corby SA does not sell a minerals product off the back of a development-bank target.
